Texas Census Institute Legislative Strategy

Texas Census Institute (TxCI) co-hosted a Legislative Strategy Lunch & Learn on February 26, 2025, in partnership with the North Texas Commission, Texas Demographic Center, and Texas Association of Business. The event brought together policymakers, advocates, and key stakeholders to explore how Texas can secure critical resources and representation through better census planning. 

To address these challenges, TxCI is working with legislative specialists John Cyrier and Jeff Miller, as well as experts from the Texas Demographic Center, to develop a policy approach that secures funding and resources to develop a statewide plan in advance of the 2030 Census. This Lunch & Learn, and the corresponding webinar, gave us an opportunity to introduce this strategy and build community support. 

Key Takeaways:

High Return on Investment– We are requesting an initial investment of $7Million for census planning.  If our efforts are successful and Texas is able to count all the people we missed in 2020, the state will get an additional $30Billion in federal funding between 2030-2040, a staggering return on investment.
Ready, Willing and Able Partnership with the Texas Demographic Center– TxCI has partnered with the TDC since our founding in 2022, leveraging their incredibly talented team and high-quality data to help develop research highlighting the role of the census in our quality of life in Texas.  The TDC has the capacity, expertise and commitment to ensuring Texas is prepared for the 2030 Census.
Statewide Strategy and Business Plan Key First Step to Success– Through our work and the success models deployed in other states, we know that Texas needs a comprehensive strategy for multi-year engagement to be successful in the 2030 Census.  To ensure we are well resourced and our efforts reflect the needs of our diverse state, we must create a Business Plan that can be shared with national, state and regional stakeholders.
