TxCI Highlights Importance of LUCA Participation at NCSL National Webinar

Summary:
Only 21% of counties participated in LUCA ahead of the 2020 Census—a missed opportunity that contributed to significant undercounts across the country, including in Texas. LUCA, or the Local Update of Census Addresses, is one of the most important early opportunities for local governments to review and improve the Census Bureau’s address list before the count begins.
Earlier this month, TxCI President & CEO Angela Broyles joined national experts for the “LUCA: Improving Census Data. Here’s How, Starting Now” webinar, hosted by the National Conference of State Legislatures (NCSL). The panel explored LUCA’s critical role in improving data accuracy and ensuring that every household is counted in 2030.
A 2022 report from the National Academies of Sciences found that areas with lower LUCA participation were more likely to experience undercounts—something reflected in Texas. In the 2020 Census, Texas was undercounted by an estimated 548,000 people, translating into a loss of over $25 billion in federal funding—underscoring why our recent LUCA-focused presentation for LUCA was so critical.
Angela spoke alongside expert panelists Carrie Butikofer, Robert Rhatigan, Dr. Joseph Salvo, and Wendy Underhill. Together, the panel shared strategies and case studies to help states and localities begin early preparations for LUCA and improve outreach in historically undercounted areas.
Angela’s remarks focused on Texas’ experience and emphasized why LUCA participation is critical. Without accurate address data, many homes may never receive a census questionnaire—resulting in undercounts and lost funding. As we prepare for the next census, LUCA remains one of the most cost-effective ways to improve data quality and unlock crucial community funds.
